「台灣司法改革沒？」95%看法一樣

行政院長賴清德昨（8日）提出行政院對二○一八選舉檢討報告，司法改革尙未有明顯進展列在其中，臉書社團「爆料公社」針對「司法改革」進行投票，結果在6.4萬名網友投票中，有高達95％認為台灣司法沒有改革。

「爆料公社」在6日上午6點45分，發起24小時關於「你相信我們的司法有在改革嗎?」的網路投票調查，以在九月底的一個爆料，一歲半女童遭當拳擊沙袋被媽媽同居人活活打死，當時母親喊冤還迴護男友嚴正聲明沒家暴女童?檢方調查結果出來了！作為
投票題目，「你相信我們的司法有在改革嗎？你認為這個嫌犯會被判死刑嗎？」
累積超過6.4萬名網友投票參加。其中「我認為司法沒有改革」的網友占的95％，僅有5％網友是「我認為司法有改革」。底下網友留言至8日上午已近千則，不少網友貼上「虐殺幼童者 處唯一死刑 認同請分享」的圖片表達無奈，有的表示「對於虐童者無法原諒，必須重罰！！！太可惡了」、「搞不懂，為什麼明明就大部分人都同意加重刑罰，但是就沒有一個有擔當的當權者來進行改革？」、「我覺得台灣司法已死」；還有諷刺的說「我好像被誤導了，有沒有改革？當然有，從有死刑到現在都沒有，真是改好大！」

深澳凸顯環評漏洞 環署：老案應退場
【台灣醒報記者鄭羿菲台北報導】「深澳電廠是12年前通過環評，當時並無評估PM2.5，時空差異這麼大，為何不能重新環評？」面對國民黨立委陳宜民19日在立法院的質疑，環保署副署長詹順貴嘆道，「現有環評機制並無陳年環評『退場機制』，環保署去年9月公告想修正環評法，讓超過10年以上的環評案重做，對此沉痾不滿的立委與民眾可共同呼籲修法，將漏洞堵起來。」
深澳煤電引起社會輿論沸沸揚揚，不僅民眾無法理解蔡政府推動減少空污，但卻同意興建深澳煤電增加空氣污染的做法，在野黨也紛紛批評民進黨「治空污打假球」。陳宜民19日在立法院表示，「深澳煤電在12年前通過環評，當時的環評機制根本沒有評估PM2.5，也沒有專家學者了解PM2.5的影響，12年來時空差異這麼大，理應重新環評，而非以環差便宜行事。」
國民黨立委王育敏追問，環差小組提出2個不同提案，一個是「審核修正通過」、另一個是「應就變更內容重新辦理環境影響評估」，在8比8的情況下，詹順貴為何不投票支持重新辦理環評？且「若真如行政院長賴清德所言，『超超臨界』燃煤機組的排污量與燃氣機組相近，那敢不敢直接把排放標準比照燃氣機組？」對此，環保署長李應元則支吾其詞。
詹順貴解釋說，身為大會主席，首要任務是要讓整個環差、表決的程序公正公開執行完畢，14日當天在8比8的情況下，他必須做出最後裁示，基於他對環評制度的理解，深澳電廠並非『新興建』的案子，而是僅需比較對環境影響差異的舊案，「從新舊比較的結果來說，舊案除空污更嚴重，還須填海造地13.67公頃，因此我投下贊成新案的一票。」
「環評制度有漏洞，無法讓陳年的環評案有『退場機制』，才造成這個不得已 的決定。」詹順貴無奈嘆道，他當然明白時空背景已差了12年，但現有的環評機制中，深澳曾在經過環評的3年內動工過，因此就不須再做環評，僅需補做環差。他指出，環保署在去年9月已公告環評法修正案，希望給予這些陳年環評案有退場機制。
詹順貴指出，修正案中，希望未來通過環評5年內未實施開發、實施開發後停工超過5年，與環評超過10年者，都要重做環評，讓不合時空環境條件的老環評案能夠退場。他強調，「我個人不支持新的燃煤電廠興建，但深澳電廠依法定位就是已動工過的案子，相關環評程序已走完。」
