廣設非營利幼團 地方政府搶中央錢
【台灣醒報記者楊蕓台北報導】「地方政府為了省錢，把增設非營利幼兒園當成主流，忽略增加最有品質保障的公幼。」國民黨立委柯志恩21日在立法院指出，因中央補助9成給地方廣設非營利幼兒園，竟發生地方為省錢，寧願把公幼改隸成非營利幼兒園。教育部表示，非營利幼兒園和公幼都是推動教保公共化的選項，但不樂見發生因改隸而犧牲公幼教師工作權等情事，將持續與地方政府溝通。
政府投入81.6億經費推動教保公共化，目標4年增加1000班，並以「非營利為主，公幼為輔」，由中央補助9成給地方政府廣設非營利幼兒園。但柯志恩指出，此政策導致地方政府把增設非營利幼稚園當作主流，忽略家長想要的其實是品質最有保障的公幼，「只因為對地方政府而言，增設非營利幼兒園比增設公幼更省錢、省事。」
柯志恩進一步說明，目前公幼佔全體幼兒園比例的3成，高雄市最低僅23％，以101至104學年增加的班級數來看，新北市增加216班最多，其次為台北市增加128班，高雄市則敬陪末座，僅增加8個班，還只是從半日班變成全日班，實際上並沒有增加任何公幼數量。
她舉例，屏東縣自107至109學年，公共化幼兒園的比例雖然從32％成長到40％，但地方政府為了節省預算支出，讓不少公幼被改成非營利幼兒園。柯志恩擔憂，在地方財政考量下，未來是否會發生「每開一間非營利幼兒園，就關一間公幼」的情形，無助公幼班級總量成長。
教育部國教署長邱乾國回應，政府推動教保公共化，增設非營利幼兒園和公幼都是選項，總供應量不希望有所取捨，「但考量因地制宜，原來的公幼經過評估後，認為比較適合做非營利幼兒園，的確可能因此改隸，若因此影響到家長選擇權或教師工作權，的確不妥當，這部分將與地方持續溝通。」
全教總理事長張旭政受訪時感嘆說，地方政府採「挪移」的作法，把原本的公幼搬到偏遠地區，並在原處設立非營利幼兒園，這是基於地理位置方便，增加民間團體接辦的誘因。「雖然現在還不至於『開一間非營利幼兒園，關一間公幼』，但仍擔心若偏鄉地區學生減少，公幼恐怕會直接關門，出現非營利比公幼還多的趨勢。」
張旭政說，非營利幼兒園的課程不像公幼有一定的規範，教師薪資也比公幼低一萬元左右，品質參差不齊，他建議，「政府可以鼓勵設立非營利幼兒園，但最後還是要走回廣設公幼正途。」
