臂叢神經因車禍損傷比例高！醫師：這時間為黃金治療期
一位37歲的陳女士，因車禍傷及右側頸肩，導致右側鎖骨肋骨骨折合併氣血胸，緊急住院治療後病況趨於穩定，但右上肢癱軟無力情況卻未改善，透過神經肌電圖檢查確診為「急性右側臂叢神經損傷」。在醫療團隊建議下，接受神經轉位重建顯微手術，經復健治療後，右上肢已逐漸恢復，目前提起重物、舉高都沒問題。
台北榮總骨科部張明超主任今（5）日受訪時表示，台灣機車多，車禍相當頻繁，車禍發生時，頭頸部容易被強力扯離肩部，導致臂叢神經自頸椎脊髓撕裂損傷，可能出現癱瘓無力狀況，過去遇到這種嚴重案例多無法補救，神經很難恢復到原本功能，後來發現從旁邊的肌肉借一條或一部分神經接回斷裂部分，就有機會讓上肢恢復到原本功能。
張明超進一步解釋，過去認為把旁邊的神經接到受損部位會犧牲完好神經，後來發現大多仍可維持原先功能，不過他強調，肌肉需要神經供給營養，若是缺乏養分時間過長，肌肉會纖維化，此時再接神經效果有限，因此神經轉位重建顯微手術的黃金治療期在六個月以內，時間超過一年則不可慮。
張明超也說，下肢神經癱瘓也可以用此法進行，但是下肢的神經長度遠超過上肢，恢復效果不及上肢良好，此外，若神經斷得越多，功能恢復的百分比也會越差，而目前使用神經轉位重建顯微手術的成功案例大約二三十例，只要搭配復健，患者多半都能達到良好的恢復機會。

全國治水檢討報告 沈榮津：兩週提出
行政院長賴清德今天指示由經濟部規劃召開全國治水檢討會議，經濟部長沈榮津表示，會就中央部會及地方政府做整體性、系統性檢討，預估兩週提出檢討報告。
23日至28日期間，熱帶性低壓及西南氣流帶來罕見強降雨，根據經濟部水利署報告，一天降雨量相當於莫拉克颱風兩天的降雨量，造成淹水總面積達4萬2090公頃。
沈榮津表示，預計用兩週時間做整體檢討，包括中央部會及地方政府的狀況，有系統性的檢討。水利署副署長王藝峰說明，檢討項目主要分為致災前因及救災部分，救災包括抽水機調度、公私協力、防災社區整頓等。
王藝峰說，致災前因部分則將重新檢討治理計畫優先順序，是否需調整局部地區保護標準，以及是否導入新工法等。王藝峰並指出，這次許多災情是由於縣市管河川及區域排水導致，也會特別針對地方政府討論。
各地積淹水狀況至今天上午僅剩嘉義縣布袋鎮考試里與屏東縣林邊鄉中山路尚未退水，王藝峰表示，考試里已在中午退水，僅剩林邊交流道還有20公分積水，林邊交流道因公路設計關係，只要下雨就容易積淹水，也是需要系統性檢討的部分。
