中選會查獲公投偽造 藍批刁難綠緩頰
【台灣醒報記者譚有勝台北報導】國民黨送出的反空汙、反深澳燃煤電廠、反核食進口等3項民生公投案被發現有偽造、死者連署的情形，中選會更警告要依法究辦，引起社會譁然。國民黨立委曾銘宗4日召開記者會批評，連署書送往戶政單位審查，是中選會的職責，若有少數誤差即判定連署「無效」，故意刁難的意圖明顯。民進黨立委鄭雲鵬緩頰說，中選會對各階段連署書「從嚴審查」，排除假民意、假個資是絕對合法、必要的查核。
國民黨上周送出反空汙、反深澳燃煤電廠、反核食進口等3項民生公投案，總計約145萬份連署書至中選會，中選會清查2天才完成收件。事後中選會主委陳英鈐指出，國民黨所送的連署書，有偽造文書、筆跡「疑似」相同，甚至過世者出連署的情形，將要求戶政單位成立「大量抄寫判定小組」，恐將判定國民黨的公投連署無效。
國民黨團書記長曾銘宗、首席副書記長吳志揚4日召開記者會痛斥，陳英鈐根本就是蔡政府的政治打手，想方設法降低這3案對在年底選舉對政府所造成的影響。
曾銘宗表示，他們依照程序，發起公投單位會將連署書每50份裝訂成冊，並區分各縣市裝箱、註記，中選會收件後，再依註記縣市派送相關戶政機關查核。連署書送往戶政單位審查，是中選會的職責，如今卻將送達錯誤的責任，由連署發起人負責，根本本末倒置。
另外，針對陳英鈐所指出所謂的偽造文書、出現往生者的連署資料情形，吳志揚指出，2007年民進黨發起的討黨產連署，就曾經發生過往生者連署的情況，而當時中選會的做法，只是將違規的連署剔除而已。況且，公投案屬於廣泛性連署，來源難有紀錄可查，發起單位僅為整理後送交，也無辨識能力與人力，何來偽造之犯意？
對此，民進黨團書記長鄭運鵬表示，公投是國人創制複決權的行使，效力甚至可能高於行政立法權的決議，因此，對於中選會對於各階段連署書「從嚴審查」，排除假民意、假個資是絕對合法必要的查核。國民黨執政時期如果查核都是便宜行事，才應該被譴責。
鄭運鵬呼籲，國民黨以合法程序提出公投議題，甚至計算如何綁住大選。但是，國民黨發動的連署，如果是大量偽造就必須接受輿論和法律的約束，尤其是利用疑似黨員名冊的往生者資訊，更是對於亡者及家屬的不敬，國民黨應該先內部查核這種不當行為，向當事人及社會致歉。
